Why does the council let my neighbour have laminate flooring?

I live in a 4 in a block, upper council flat and when I moved in I was told that I would not be allowed to lay laminate flooring in my flat. When I moved in I very quickly became aware that the neighbours below me have laminate flooring through out their flat and It causes emmence noise disturbance. I thought that if I try to ignore it %26amp; be as considerate as possible then they would return the favour but that didn't work. They walk around with outdoor shoes (heels), they let their child run around banging about on it.. and just in general it is a complete nightmare!! Its not just that but the woman seems to have a problem with me which I assume is because I have agrophobia so I rarely leave the house. I feel like I am going insane, it annoys me that much and I feel like I can't do anything about it because the housing officer seems to disregard any concerns I put forward and lets these people get away with whatever they want! I really don't know what to do about this anymore.

Reply:Talk to the environmental Health dept. about this problem, not the housing Officer. The environmental Health people will come and visit you and can hear the problem themselves. If they find that is affecting your health, they will take the necessary action to have it stopped. Good Luck.
Reply:If you're not allowed it, neither are they. They won't have got permission from the Council. Google 'noise disturbance ____ council' (Insert your towns name). This will tell you what you need to do, as it's totally unacceptable. You should also put forward a complaint about your Housing Officer. If the person you are speaking to is not sorting your problem, ask to speak to their manager. And then their manager if you're still not getting anywhere. Good luck.

Reply:Hiya - we had neighbour probs too - they were kicking balls against my new car and all sorts - I tried to sort it out with the City council and the Police - useless!! could take MONTHS! I`d honestly just shove my music on full blast in the middle of the night and when they moan about it, just say "Well - you disturb MY peace" - lack of consideration is HORRID - maybe just put a note through their door to let them know they are disturbing you and they need to get a few rugs on the floor.. we`ve got laminate but agree it`s damn noisy - i work nightshift and if my boyfriend is walking around in the day, i can hear his every flaming move - it is a nightmare.. suppose you cant MAKE someone buy carpets can you, but if they`re being noisy and disturbing your peace - then you must tell them and if they ignore you, let them have the music full blast!

Reply:the council probably don't even know, how will they if they are not told. many people have this with out thinking and considering others, i had the same problem in a place i used to live in, we spoke to the neighbour they got worse, we spoke to council to be told because they are on ground floor they are not breaking the rules.





But in all honesty i would still go to your local council if you get no joy then go see your local councillor they will speak to the council on your behalf and keep you informed on whats going on.
Reply:its because you re up stairs its the same with my council its not that they have ignored the council its that they are allowed to have whatever flooring they like its obvious whether you like it or not that if you have it up stairs there will be a lot more noise than if you have it down stairs,i dont live in your type of house so cant really say i live in an end terraced house and have wooden floor through out and to be honest i cant hear anything when up stairs and there is someone down stairs walking around and i have 2 boistrous kids.
